There are many similarities, but also many differences, in teaching English as a foreign language and teaching English as a second language. Teaching English as a foreign language is when you teach English in a country that does not have English as an official language. Teaching English as a second language is when you teach English to someone who speaks another language as their first language, normally in a country where English is the official language. Some people have got into the habit of writing in uppercase/capital letters, use abbreviations, and don't think much about punctuation.
